Dear Mr. Helfrich:
Enclosed please find an application from the University of California for a license to export over a ten-year period small amounts of tritium to countries involved in joint research projects with the University and for use by University of California personnel working abroad.
The proposed license will include exports of tritium to all countries except those listed in 10 CFR Sections 110.27 and 110.28. The amount of tritium to be exported will not exceed 10 millicuries per shipment nor 100 millicuries per year to all destinations.
Before taking action on this license application, we would ippreciate your views, in accordance with established procedures and from the overall perspective of the Executive of the Executive Branch, as to whether the proposed export meets the applicable critaria in the Atomic Energy Act as amended by the Nuclear Nonpro-liferation Act of 1978.
