VIRGIL C. SUMMER NUCLEAR STATION (VCSNS) UNIT 1 TRANSMITTAL OF RADIATION EMERGENCY PLAN REVISION 71 Pursuant to 10 CFR 50.54(q)(5), attached is the change analysis summary for Revision 71 to the VCSNS Radiation Emergency Plan . Revision 71 became effective on December 9, 2019.
This revision incorporated changes that did not require prior NRC approval and do not implement actions that reduce the effectiveness of the VCSNS Radiation Emergency Plan. The Radiation Emergency Plan continues to meet the standards of 10 CFR 50.47(b) .
The changes in Revision 71 were reviewed in accordance with 10 CFR 50.54(q) and were found not to decrease the effectiveness of the Radiation Emergency Plan.

SUMMARY
Serial No.19-497 Attachment Page 1 of 1 V. C. Summer Nuclear Station Radiation Emergency Plan Revision 71 incorporates the changes described below. A description of why the changes were not reductions in the effectiveness of the emergency plan and the regulatory basis are provided.
The Radiation Emergency Plan is being updated to change SCANA/SCE&G to Dominion Energy throughout. The site is going from two Offsite Holding Areas (Northern and Southern) to one Offsite Holding Area located at the PLEX in Irmo. Radiation Monitor RM LB Liquid Waste Effluent, detector and pre-amplifier were replaced (reference 2019-108). The JIC is moving from the EOF in Ballentine to the JIC at the South Carolina Emergency Management Division.
Incorporated Innsbrook Corporate Support Center into the Emergency Public Information Organization. Removed the designation of the Emergency Response Unit.
The changes made to the Radiation Emergency Plan are in accordance with 10 CFR 50.47 and 10 CFR 50 Appendix E and do not change the intent of the Emergency Plan. These changes continue to meet the regulations and planning standard by still maintaining all the requirements of 10 CFR 50.47 and 10 CFR 50 Appendix E. The changes made to the Radiation Emergency Plan do not reduce the effectiveness of the Emergency Plan and continue to satisfy the Planning Standard.
