DOCKET NOS. 50-266 AND 50-301 REVISED EMERGENCY PLAN POINT BEACH NUCLEAR PLANT UNITS 1 AND 2 In your undated letter which we received on September 29, 1980, conments were provided on our draft revised emergency plan which we submitted on July 25, 1980. Your letter requested that we revise this draft emergency plan to address those comments within 60 days. We have begun a revision of the draft plan which is responsive to your comments but will be unable to provide you this revision until the end of December 1980.
In light of Mr. Eisenhut's subsequent letter on this subject dated November 13, 1980, which does not require submission of revised emergency preparedness plans until 60 ' days af ter January 2,1981, we trust this slight delay in our response to your information request is acceptable.
Your letter also directed that, since the revised emergency plan reflects improvement over the existing plan, we should begin to implement this revision. We cannot agree with this suggestion.
Implementing procedures are being developed but have not been completed or approved.
These procedures must be provided by March 1,1981, as directed in Mr. Eisenhut's November 13, 1980 letter. We are reluctant to approve these partially completed procedures at this time and to begin training personnel on a new plan which might undergo additional changes.
Accordingly, we will continue to use our existing plan and schedule implementation of the revised plan for April 1,1981, as directed in Mr. Eisenhut's letter.
