I am writing to urge you to assist in t.cc< lerating the return of Three Mile Island-Unit 1 to service. Since all other sibling Babcock & Wilcox reactors have been authorized to operate and since TMI-Unit 1 has complied with all N.""

" Lessons Learned" regulations, there appears no rational reason for delaying operation of TMI-Unit 1.

In fact, the denial of permission to operate at this late date seems a punitive action against Metropolitan Edison Company and their ratepayers. Is there any justification for the NRC position?
