Response to IE Bulletin No. 80-19: Failure of Mercury-Wetted Matrix Relays in Reactor Protective Systems of Operation Nuclear Power Plants Designed by Combustion Engineering
Dear Sir:
Your letter, Reference (b) revealed potential failures of C. P. Clare Model HG2X-1011 mercury-wetted relays in the reactor protective system of CE designed nuclear power plants. Maine Yankee has completed the necessary review and offers the following information, numbered to correspond with the bulletin.
ACTIONS 1.
Maine Yangee uses C. P. Clare Model HG2X-1011 mercury-welted relays in the logic matrix of the RPS. Ten failures of these relays have been previously reported (see LER's numbered; 77-10, 78-08, 78-10, 78-26, 79-02, 79-22, 79-28, 79-31, 80-08, 80-11).
2.
As a result of the previously reported failures, Maine Yankee has increased the frequency of surveillance testing of these relays to meet or exceed the ten day frequency. Failed relays are replaced with new mercury-wetted relays or new qualified dry-contact relays.
3 Maine Yankee has on order with Combustion Engineering (CE) qualified dry-contact relays to replace the mercury-wetted relays. The receipt of these new relays is expected by January,1981.

Manpower Requirements Hours Bulletin Response 32 Maahours Corrective Actions Not Yet Determinable It should be clearly understood that this information is not adequate to enable a value/ impact assessment. We believe a determination of the safety improvements, as a result of this bulletin, would be necessary before the staff could perform an accurate value impact assessment. The manpower expended in research and corrective actions does not stem soley from the issuance of 'this bulletin but rather from the ten failures previously reported.
