NOTICE OF ISSUANCE OF AMEND!iENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 34 to Facility Operating License No. DPR-3, issued to Yankee Atomic Electric Company (the licensee), which revised Technical Specifications for operation of the Yankee Nuclear Power Station (Yankee-Rowe) (the facility) located in Rowe, Franklin County, fiassachusetts.

The amendment is effective as of its date of issuance.

The amendment changes the " Core XII Allowable Peak Rod LHGR versus Exposure" in Figure 3.2-1 in the Technical Specifications.

The changes are based on the results of the revised ECCS performance analysis submitted in conpliance with NRC's Order for Modification of License dated August 27, 1976.

The changes are also based on an acceptable correction in the evaluation model that precludes the use of a nucleate boiling heat transfer correlation auring blowdown af ter CHF has been predicted, in response to the request in our letter dated December 10, 1976.

Concurrent with the change in the Technical Specifications, this amendment terminates NRC's August 27, 1976 Order for tiodification of License.

. The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Connission's rules and regulations. The Commission has made appropricte findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior public notice of this amendment was not required since the anendment does not involve a significant hazards consideration.

The Comnission has detemined that the issuance of this amendment will not result in any significant environnental impact and that pursuant to 10 CFR 51.5(d)(4) an environmental impact statement or negative decla-ration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

For further details with respect to this action, see (1) the application for amendment dated October 8,1976 as supplemented December 27, 1976, (2) Amendment No.34 to License ilo.
