N rsuant to the trovisions of Sectinn sn.59 of the Co::nission's Regulations, M=

Ycakee Itomic Electric Company in Proposed Change No. 41 dated July 23, 1963,

requested authorization to install a one-inch valved vent in the Low Pressure

'Er j-Surge Tank safety valve discharge header. The addition of the prorosed vent

]E" would provide a means of thorough and convenient purging of the header.

i A hydrogen atmosphere is ordinarily maintained in the reactor Low Pressure Surge Tank. Hence, any maintenance operation associated with this atmosphere.

cust be precededby a thorough purging of the potentially explosive hydrogeri.

The addition of the vent line uould facilitate the performance of the pure ng' s

i operation and. permit it to be carried out more effectively. We do not 2

believe that the recence of the proposed capped vent valve in the system

iU edversely af'fect sefety during normal operations cnd use of this valve during the. purging operation should tend to increase safety by allowing hydrogen to be more tihoroughly removed from the Low Pressure Surge Tank U

system.

1 In view of-the above, we have concluded that the Proposed Change does not present significant hazards considerations not described or implicit in the hazards su= mary report, and that there is reasonable assurance that the. health and safety of the public will not be endangered.
