DAIRYLAND POWER COOPERATIVE DOCKET NO. 50-409 LACROSSE BOILING WATER REACTOR AMENDMENT TO PROVISIONAL OPERATING LICENSE Amendment No. 21 License No. OPR-45 1.
The Nuclear Regulatory Comission (the Comission) has found that:
A.
The filing by Dairyland Power Cooperative (the licensee) dated September 5,1979 (trar.smitted by letter dated Septemoer 12, 1979),
complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the filing, the provisions of the Act, and the rules and regulations of the Comission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public; and (ii) that such activities will De conducted in compliance with the Comission's regulations; D.
The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been-satisfied.

Accordingly, Provisional Cperating License No. DPR-45 is hereby amended by adding a new paragraph 2.C(4) to read as follows:
2.C(1) The licensee shall fully implement and maintain in effect all provisions of the Comission-approved Safeguards Contingency Plan, including amendments and changes made pursuant to the authority of 10 CFR 50.54(p). The approved Contingency Plan consists of documents withheld from public disclosure pursuant to 10 CFR 2.790(d) identified as " Lacrosse Boiling Water Reactor Safeguards Contingency Plan" dated September 5,1979, submitted pursuant to 10 CFR 73.40. The Contingency Plan snall be fully implemented, in accordance with 10 CFR 73.40(b),
within 30 days of this approval by the Commission.

This license amendment is effective as of the date of its issuance.
