SUMMARY

OF SEPTEMBER 10, 1980 BLUE BOOK MEETING ON VIRGIL C. SUMMER UNIT 1 APPLICATION I have been badly misquoted in your September 25, 1980 memo reporting the results of the Summer Station Blue Book Meeting.

In particular I am referring to item (1) wherein I am quoted as suggesting that the applicant may wish to look into the design margins of the core cooling equipment to withstand seismic events beyond the magnitude of the SSE.

In fact, I stated that some members of the ACRS may perceive the spec.ified seismic input for Summer to be marginal and would therefore be asking, as they have in the cases of Davis Besse, North Anna and Sequoyah, that any additional seismic capacity that may be present in the heat removal _ systems be accessed.

I further suggested that the applicant would do well to look into this matter and be prepared to provide a first-class discussion of margins during the ACRS meetings.

To provide fucthor context for the applicant I related recent experiences in which some members of the ACRS espoused a philosophy which would lead to consideration of seismic events beyond the magnitude of the SSE.

I forewrrned the applicant that such thoughts might be voiced again during their meeting by way of general philosophical discussion and that they might want to be prepared to offer their own thoughts on the matter in the general context of nuclear safety.
