SAFETY EVALUAT10ll REPORT, AMENDMENT APPLICATION DATED DECEMBER 11, 1989 AND SUPPLEMENTS DATED DECEMBER 13 AND 20, 1989, RE ORGANIZATIONAL CHANGES

Background

By amendment application dated December 11, 1089, CE requested authorization for an organizational change which resulted from the retirement of the Vice President, Nuclear Fuel. As a result of a meeting on December 12, 1989, between NRC staff and CE, the application was supplemented on December 13 and 20,1989.

Discussion In the existing license, the Vice Fresident and General Manager (VP&GM), Nuclear Fuel Manufacturing (NFM) has overall responsibility for the safe operation of the fuel manufacturing facility located in Windsor, Connecticut. This responsi-bility is administered through the professional staff at the facility as well as the technical staff of CE's Nuclear Power Businesses Division.

Under the proposed organization, the position of VP&GM, NFM, will be replaced by the position of Plant flanager.

The Plant Manager reports to the Vice President, Nuclear Fuel, and will retain the same res>onsibilities and minimum qualifications as the former VP&GM. The only other c1anges are minor changes of reporting channels. The organizational structure is illustrated in Figure 1.

l The revised safety demonstration section of the application incorporates the resume of the Plant Manager. The staff has reviewed the resume and concludes that the individual assigned to the position meets the educational and experience requirements.
