inspection was al exaaination of your activitics m ^, hey calate to radiation safety' and to compliance with tne ;orr. mission's regulations' and the license conditions. The inspection consisteci of observations by the irupsetor,
' interviews with' personnel, and a selective examination of representative records.
The-findings of the inspection were discussed with yourself at the conclusion of the inspection. A copy of the NRC inspection report is enclosed.
As discussed-in a telephone conversation on December 14, 1989 between you and Dr. Lee Bettenhausen of this office, the apparent violations identified during
.this inspection will be.the. subject of an Enforcement Conference.to be held at-l our office in King of Prussia,' Pennsylvania'at 1:30 p.m. on December 21, 1989.
We understand that appropriate members of your staff will attend this meeting.
They should be prepared to discuss the apparent violation, its root cause and
,Esafety significance; identify any errors in our inspection report; and discuss any other>information which will help us determine the appropriate enforcement action. Enforcement action for this violation will be considered by the NRC following the conference. A copy of the NRC Enforcement Policy as described in Appendix C of 10 CFR Part 2 is enclosed for your-information.
Directions to the NRC Region I office are included.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosures will be placed in the Public Document Room.
