Dear Dr. Murley:

Reference (a) contained an update oit the implementaticn progress of

.the four Human Engineering Deficiencies (HEDs) that'werc extended at Byron Station with permission from the NRC.

Two of the HEDs detailed'the previously L

-identified problem regardin'g the lack of lamp test capability and the excessive light bulb replacement rate.

The Commonwealth Edison Nuclear Engineering Department has spent a large amount of resources-attempting to develop an acceptable LED to replace f

the. incandescent bulbs that are currently used in the main control room for indication. 'To date, an acceptable LED.has not been found nor can the-manufacture create an LED that satisfies the Human Factors needs for this application.

Commonwealth Edison is continuing to evaluate. options and will

's inform the NRC of the progress by January 15, 1990.
