Enclosed are ten copies of the revised draft Emergency Preparednass Plan (EPP) for your review. The plan as submitted was prepared prior to the issuance of NUREG 0654, and therefore, all items from NUREG 0654 have not yet been incorporated into the plan. We plan to submit a final draft of t

Our existing Emergency Preparedness Plan (Chapter $7 of the ci?S Operating Manual) and the FSAR, Appendix C, Section 8 require an annual drill in the use of the EPP. We request relief from the requirement to conduct an EPP drill under the existing plan until July, 1980, when we expect to have the proposed EPP approved and implemented. Since plant fuel movement activities are complete for this outage and the return to power operation is not anticipated until July, 1980, no degradation of plant safety nor any effect on the health and safety of the public will result from granting this request.
