No. 50-330-OM STA5MEIC CONCERNING CONTENTIONS Petitioner, Carol GilberThas tried to participate in response to a notice in the Saginaw News, June 5, 1980 asking for public participation in a hearing crder for modification of construction cernits for Midland Plant, Units 1 and 2.
~11thout the finailces to' bire a lawyer she filed her petition to intervene and it was accepted.
Petitioner was then informed that the date to file con-tentions was moved from August 27, 1980 to August 14, 1980.
Petitioner would like to know the Board's reason for this de-cision.
Since Consumers Power Company had requested a hearing Dec. 6, 197. Petitioner f ails to understand the difference two nore weeks would have made to the company.
It would nake a substancial difference to the petitioner who is concerned for

After resting with URC lawyer, William Payton, the petitioner rees no way that a citizen can participate without the use of expert witnesses and a law er.
Petitioner, therefore, questions f
