T.Dignan J.RitEhe$ubject: Response to I&E Inspection No. 80-06 G.C.Andognini J.A.Calhovn This letter is written in response to Reference (b) which indicates that R.Studekone of our activities was not conducted in full :ompliance with Nuclear Regulatory P.HinrikBeguirements. This alleged item of noncompliance was noted during an inspection conducted on April 28-May 1,1980, at the Vermont Yankee Nuclear Power Station in Vernon, Vermont. Information is submitted as follows in answer to the alleged deficiency item contained in the enclosure to your letter.
Item: " Criterion XVII, Quality Assurance Records, of Appendix E to i
10 CFR 50 states, in part: " Inspection and test records shall, as a minimum, identify the inspector cr data recorder, the type of observation, the results, the acceptability and the action taken in connection with any deficiencies noted."
The approved procedure, OP 4424, Revision 5, Control Room Scram Testing, issued September 14, 1979, requires "3.b Record reactor power, reactor pressure, time, date and accumulator pressure on VYOPF 4424.01."
Contrary to the above, data sheets VYOPF 4424.01 for Scram #94 occurring at 2200 on November 19, 1979, did not contain the required reactor power, reactor pressure and accumulator pressure data results."

The correct data for Scram Test #94 has been recorded on the necessary VYOPF 4424.01 data sheet.
It should be noted that accumulator pressure is required to be recorded for single rod scram testing only and there-fore, was not necessary for Scram Test #94.
