Dear Mr. O'Reilly:

This is in response to IE Bulletin 78-08, "Radiation Levels From Fuel Ele-ment Transfer Tubes". Following is the information requested for Surry Unit Nos. 1 and 2 and North Anna Unit No. 1.

Surry Power Station Unit Nos. 1 and 2 In accordance with subject IE Bulletin, a study was made of Unit #1 and Unit #2 fuel transfer tube shielding designs. During the Unit #1 refueling shutdown, 5-11-78, a detailed survey was made in all suspect areas in the reac-tor containment and the Spent Fuel building. The survey was documented and is on file. Ali areas of concern in Unit 111 containment, Unit 1/2 containment, and Spent Fuel building are posted in accordance with 10CFR20.203C. The same survey will be performed and documented during the Unit #2 refueling shutdown.

All areas where a whole body dose of 100 mR6II could be received during the move-ment of single fuel element will be locked.

North Anna Power Station Unit No. 1 A review of shielding over the fuel transfer canal at elevation 262'10" has shown a potential for high exposures during refueling. There is an approximately 6" gap between the shielding and the containment wall. This area will be barri-caded and posted prior to refueling and will require a radiation work permit for entry. Surveys will be performed during fuel transfers to establish radia-tion levels and boundaries.
