Dear Sirs:

Attached for NRC review and approval is Revision 22 to the TMI-2 Organization Plan. This revision proposes deletion of the existing Defueling and Engineering Departments and inclusion of the engineering function within the Site Operations Department.

This proposal reflects the conclusion of the TMI-2 defueling program and an attendant elimination of the need for a separate engineering support organization. The TMI-2 re-organization is proposed to be effective upon completion of defueling.

However, the Technical Specification requirements for licensed operators will remain in effect until transition to Mode 2.

Since the proposed organization plan revision restructures existing functions and deletes a function which is no longer reouired (i.e., defueling), no vital functions will be. eliminated by this TMI-2 re-organization nor will personnel cualification reouirements be changed.
