1. 0 INTRODUCTION a'

By letter dated October 24, 1988, Consumers Power Company (the licensee) requested an amendment to the Technical Specifications (TSs) appended to Facility Operating License No. DPR-6 for the Big Rock Point Plant.

The proposed amendment would 1) change the calibration frequency for their portable gamma and neutron dose-rate measuring instruments from once every three months to once every six months and 2) provide for a performance source check on each scale or decade normally used (instead of on only one scale) on a daily basis or prior to use of these instruments.

2.0 EVALUATION The proposed change to Big Rock Point's instrument calibration program will put the program in agreement with the provisions of ANSI N323-1978, and make l

the program more consistent with industry practice and Standard Technical Specifications.

Performance of a more complete source check (source checking each scale or decade normally used versus source checking only one scale or i

decade daily or prior to use) of portable gamma and neutron dose-rate measuring instruments will better assure instrument reliability and accuracy.

This more thorough source check should also reduce the frequency of pre-calibration failures.

Because less then five percent of the instruments fail the pre-calibration check, the licensee feels that changing the calibration frequency from once every three months to once every six months will not result in less accurate instruments.

The staff finds the proposed Technical Specification change acceptable on the bases that it is in agreement with ANSI N323-1978 and that it will not result in less accurate portable gamma and neutron dose-rate measuring instruments at Big Rock Point.

Pursuant to 10 CFR 51.21, 51.32 and 51.35, an environmental assessment and finding of no significant impact was published in the Federal Register on 1

September 11,1989(54.FR37735).

Accordingly, based upon the environmental assessment, the Commission has determined that issuance of this amendment will not have a significant effect on the quality of the human environment.

4.0 CONCLUSION

We have concluded, based on the considerations discussed above, that (1) there 1s reasonable assurance that the health and safety of the public will not be i

endangered by operation in the proposed manner and(t)suchactivitieswill be conducted in compliance with the Commission,s regulations, and the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
