This letter refers to tne special safeguards insoection of your activities authorized unaer NRC License no. Siet-21 conducted by Mr. D. W. Schaefer of "lis office on ilovemoer 20, 1980.
It also refers to the discussion of our insoection findings neld by the inspector with Mr. V. J. Schaubert on November 20, 1980.
The inspection included an office examination of security procedures of your transportation activities in accordance with applicable requirements of Title 10, Co-Je of Federal Regulation, Part 73, " Physical Protection of Plant and ;'ateriais." Within these areas, the inspection consisted of an examination of your ovember 12, 1930 letter to this office subject:
Advance Shipment Notification, and telephrne interview with facility personnei.
Based on the results of this inspection, it appears that certain of your activities were not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation, enclosed herewith as Appendix A.
Pursuant to the provisions of 10 CFR 2.207 you are required to respond as indicated therein.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, documentation of findings of your security procedures are exempt from disclosure, therefore, the enclosure to this letter and your response to the items listed in the enclosure tu this letter will not be placed in the Public Document Room and will recove limited distribution.
