At your request, N. Ketzlach has made a nuclear criticality safety review of the subject application.

The Union Carbide Corporation (UCC), Medical Products Division, requests authorization to store Waste Form Process (WFP) containers under water in the transfer canal at its facility.

stacked two high in the MTR fuel element storage racks.

A 400 g unit of contained 235U in a two-container stack cannot be made critical independent of container geometry or degree of water moderation and reflection, while a separation between units of 12 or more inches of water provides adequate isolation between them (see the Nuclear Safety Guide, TID-7016, Rev.1,1961).

The MTR fuel element storage racks have locations for elements on six-inch centers. A plate with cutouts for the WFP containers will be positioned over the MTR storage racks to prevent the WFP-container storage units from being placed closer than 12 inches from each other.

On the basis of the above, it is recommended that the nuclear criticality safety aspects of the subject application be approved.
