i;,is replies to your 1ctter to Ch:f rmsn Ahcarne dited Scpte:Ler 30,1.:I.O.

In your 1cttcr you state that it Ic Tort 1 cad General Cicctric Cc p:ny's (PGE)

& sire to ccatinue with the licensing effort of t>.1 Fchb!c ?;.r i:.gs P.'e.1 car F1 cat cpplication en a nost !!mited fashion, but 'iE has Lecn uchte to convince the staff to co mit the nccessary resourc.s to r:. ave ab sU on catters related to environmental-site suitcbility.

The basis for our position h:s becn that closing the reccrd en the four enviwn-L:ntal-site suitability Is:as set forth in your letter. :uld still not permit the Ate:1c Safety and Licensing Bocrd to authori:e the s taff to issue a IInited r

C vork authorization on a ccrtruction permit (CP).

This is boccuse ott.cr issues, such as "need for power," rca.afn cpen due to Indefinite schedules on the

.g Tchble Springs application.

??

' j; For the past several months, we hcVe been revicaing the situctions related to l.'

numerous CP opp 11 cations to cctively restcrt the revic.ts of these part,1culc.r l

rpplications concerning r:diaicgic I health and saTaty.

i.

With respect to your request, we hrve re-c).cr.ined your proposal and now find I

that completion of the fcur issues requires only a relctively small allocation of our manpo ver resources with the najority of this effort coming frc, our sup;crt contractor, Argonne l'ational Laboratory (AliL), for the alternative site 3

Accordingly, we accept your proposal to proceed with the limited effort area.

^

of these four issues. Thsre is the remaining problem, however, of scheduling 1

this work at At L and with the Office of Nuclear Reactor f.egulation (N.:.R).

As 1

you rnay be aware, we have nany high priority appilcations that are severely q

straining our resources; nevertheless, I am confident wa can establish a j

rutually acceptable schedule for this limited effort. A staff member from

!!RR will contact you shortly.

.I I trust that this satisfies your request.
