-520/81-11 The subject deficiency was initially reported to NRC-0IE, Region II, Inspector P. A. Taylor on May 20, 1981 as NCR's HNPA-142 through 150, 5-HTN, 6-HTN, and 9-through 12-HTN.
In compliance with paragraph 50.55(e) of 10 CFR Part 50, we are anciosing the first interin rea,et on the subject deficiency. We consider 10 CFR Part 21 applicable to this nonconformance. REPORT NO. 1 (INTERIM)
On May 20, 1981 TVA informed NRC-0IE, Region II, Inspector Pete Taylor, of r potentially reportabla condition under 10 CFR 50.55(e) regarding QA documentation for drywell wall frames. This is the first interim report on this condition. A more detailed report will be provided by October 30, 1981.
Description of Deficiency The contract with the manufacturer, Atlas Machine and Iron Works, for the drywell framed embedmente was cancelled for lack of performance. TVA was awaiting QA documentation at the time of contract cancellation. Atlas is most uncooperative even though court injunction is in effect requiring them to give this

documentation to TVA.
Upon receipt of QA documentation from Atlas, discrepancies were found in it.
TVA-EN DES has written additional NCR's documenting these discrepancies in detail. These NCR numbers are as follows:
2-HTN, 5-HTN, 6-HTN, 9-HTN, 10-HTN, 11-HTN, and 12-HTN.
Additional NCR's will be written as necescary pending further evaluation on other frames.
Corrective Action TVA is presently working with its lawyers and technical engineer to obtain the necessary documentation and/or analysis in order to correct discrepancies in data packages. TVA is still in the process of evaluating the subject deficiencies.
