Dear Mr. Bechhoefer,

% im e I have appeared in Austin and Houston for brief statemer.ts on the South Texas Nuclear Project (STP). I wish to notify you of my desire to make another limited appearance at the hearings scheduled for San Antonio during the week of June 22-26.

As you may recall, I support the continued construction, timely licensing, and proper operation of the South Texas Project.

It is widely known that a majority of the American people favor the further development of nuclear power, particularly when they are fa irly presen ted wi .i the alternatives. Un fortuna tley , the active minority interests representing the anti-nuclear groups have been allowed to cause much damage to the nuclear industry, and thus , the pualic in terest. Intervenors have tied up so much regulatory and industry personnel, that neither have been able to give maximum effort to the real responsibilities of operating nuclear plants sa fely a.1d reliably. t I

Mr. Charles Bechhoefer June 2,1981 s Page Two The National Academy of Sciences published their (1980) report on the nation's energy options over the next three decades,

" Energy in transition 1985-2010." This study was the resul t of five years work conducted by numerous experts holding divergent political and ecor.nmic views. Wha t is significant about this work i s tha t the panel was agreed on two importan t areas of energy policy: Nuclear power and coal are the only large-scale al ternativ;es to oil and gas in the near term, ,and solar power cannot economically supply a substantial input of energy during the next three decades.

The report clearly indicates that there is no time for del'ay in the development of the nation's two best sources of alternative energy.

I know that you have the responsibility of assuring safety in the South Texas Project, but I feel the intervenors are causing unnecessary delays by generating an unnecessarily large record in the form of argumentative, repetitious, and irrelevant s ta temen ts.

It is in the public interest to proceed expediently in the construction and operation of our South Texas Nuclear Project. The prices of a l te rna tive fuels continue to skyrocket in the face of a collapsed uranium market and striking coal miners. When the public outcry over high utility bills begins to emerge over the next few years, you must remembe. that the intervenors and the regulators who allowed themselves to be manipulated are largely responsible, i
