This refers to the inspection conducted by Mr. H. W. Roberds and Mr. R. K. Herr of this office on February 23-25, 1981, of your facility at Poteau, Oklahoma, associated with the fabrication of Nuclear Control Panels and to the discussions of our findings with you and members of your staff at the conclusion of the inspection.
This inspection was conducted as a result of concerns e.vpressed to this office in regard to implementation of your Quality Assurance Program.
The main pur-pose of the inspection was to establish whether the manufacturing practices applicable to fabrication of control panels were consistent with applicable codes and contractual / regulatory requirements.
To make this determination, the primary areas selected for inspectbn were material identification and control and welder qualification.
During the inspection it was found that the implementation of your QA Program failed to meet certain NRC requirements.
The specific findings and references to the pertinent requirements are identified in the enclosures to this letter.
Please provide us within 25 days of the date of this letter a written state-ment containing, (1) a description of steps that have been or will be taken to correct these items, (2) a description of steps that have been or will be taken to prevent recurrence, and (3) the date your corrective actions and preventive measures were or will be completed.
In accordance with Section 2.790 of the Commission's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, a copy of this letter with enclosure and your reply, together with the enclosed inspection report will be placed u the Commission's Public Document Room.
If this report contains any infomation that you believe to be prcprietary, it is necessary that you make a written application to this office within 25 days of the date of this letter to withhold such information from public disclosure.
The application must include a full statement of tne reasons why it is claimed that the infor-mation is proprietary.
The application should he prepared so that any proprie-tary information identified is contained in an enclosure to the application, since the application without the enclosure will also be placed in the Public Document-Room.
If we do not hear from you in this regard within the upecified period, the report will be placed in the Public Document Rocm.
