Dear Sir:

This refers to your Generic Letter 51-04 concerning emergency procedures and training for station blackout events. Emergency procedures at Calvert Cliffs Nuclear Power Plant have been reviewed to determine their adequacy for mitigating a station blackout event as required by your letter. As a result, we have determined that our procedures must be upgraded.

In accordance with the clarification provided by paragraph I.C.1 of NUREG-0737, Baltimore Gas and Electric has participated in the development of procedure guidelines for transients and accidents with the CE Post-TMI Evaluation Owner's Group. As you are aware, we expect to submit these guidelines for NRC staff review by June 1,1981. As a result of these efforts, additional guidelines for events not considered to be appropriate to the task defined by NUREG-0737 are also being evaluated; a station blackout is included in these events. We expect to complete the development of the station blackout evaluation and guidelines by September, 1981, and revise our plant procedures as necessary by the end of November,1931. This schedule is consistent with the man-loading and priorities established by the licensees participating in the owner's group effort.

Once these procedure guidelines are incorporated at Calvert Cliffs, training will be conducted regarding the new procedures and/or procedure revisions. Additionally, annual requalification training at the simulator includes a natural circulation cooldown using auxiliary feedwater (stcem driven) and atmospheric dump valves. The 1981 simulator requalification training cycle will be completed on June 5,1931.
