Dear Administrative Judges:

Enclosed for pur information is the " Affidavit of Stephen Chesnut on

Closeout Inspection on 30 Health Physics - Emergency Planning Signifi-

cant Findings from Inspection 50-289/80-22, on Licensee's Shift Manning

Using One Licensed Senior Reactor Operator Rather than Tw] and on Con-

tainment High Range Monitors for Emergency Response" (Affidavit).

This

Affidavit addresses two Licensing Board questions concerning the effect

on the Staff's conclusions on the adequacy of onsite emergency planning

and response of the Licensea's use of one onshift Senior Reactor

Operator rather than two and of the Licensee's schedule for the installa-

tion of new high range in-containraent monitors.

The Affidavit also

contains the closecut inspection report on 30 health physics - emergency

planning significant findings from Inspection Report No. 50-289/80-22 of

November 25, 1989.

The Staff would propose to present Mr. Chesnut to support the enclosed

Affidavit at an evidentiary hearing session in the latter half of June

1981 following the issuance of the NRC and FEMA reports on the June 2,

1981 exercise.
