Dear Administrative Judges:
In the Staff's filing of March 2,1981, entitled, " Identification of Staff Witnesses and Substance of Testimony," William C. Seidle was named as a Panel member to bcth Panels 2 and 3.
Please be advised that the Staff does not currently anticipate calling Mr. Seidle as a member of either Panel.
Mr. Seidle will continue to be a nember of Panel 1.
In addition, the Staff will call flRC Reactor Inspectors Dan Paul Tomlinson and J. I. Tapia as additional Panel members to those persons already named as constituting Panel 3.
Of course, the substance of the testimony which these various Panels will address, as outlined in the March 2,1981 filing, will in no way be altered by this change in Panel personnel. The change is merely an attempt to present those members of the Staff who will be most knowledgeable of the specific topics addressed by each Panel.

N s Lastly, in regard to the service list in this natter, will all parties kindly substitute Jay 11. Gutierrez for Bernard M. Bordenick as the Staff hearing attorney to receive all filings relative to the South Texas Project.
