GENERAL ELECTRIC IF-300 SHIPPING CASK DOCKET N0.

CERTIFICATE NO. 9001, REV 11; GROUP II FUEL AMENDMENT Gentlemen:

General Electric requests an amendment to Certificate of Compliance 9001, Rev 11 for the IF-300 spent fuel shipping cask. This amendment would 1) pemit the transport of Group II (8x8 BWR,16x16 PWR and 17x17 PWR) fuel bundles in either the wet or dry shipping mode in the IF-300 cask, 2) reduce the fuel rod pressure limits on BWR fuel for wet shipments and 3) clarify the identity of nuclear safety related (Basic) con.ponents of the IF-300 cask.

The supporting information and analyses for this amendment request are in the attached Consolidated Safety Analysis Report (CSAR), NED0-10084, Revision 2C package that includes the following items:

1) A complete revision to the Criticality Analysis (Chapter VII) that covers all BWR and PWR fuels for IF-300 transport,
2) A new appendix to the Structural Integrity Analysis (Chapter V) that analyzes accident loadings on Group 11 fuels,
3) A partial revision to the Thermal Analysis (Chapter VI) to include Group II fuels,
4) A partial revision to the Fission Gas Release analysis (Chapter IX) to include Group II fuels, THIS DOCUMENT CONTAINS POOR QUAUTY PAGES 18457

5) Revisions to the IF-300 cask licensing drawing 159CS238 that document the changes listed in Table 1 (attached),
6) An added section to Safety Compliance (Chapter-X) to clearly. identify nuclear safety related (Basic) components,
7) Clarification of neutron measurement requirements for dry fuel shipments in the Shielding analysis (Chapter VIII),
8) Addition of Revision L of the Target Rock Valve drawing 73J-001, and
9) The deletion of the obsolete Quality Assurance Plan Summary, (AppendixIX-1).

If this requested amendment is granted, the revised items of the Certifi-cate of Compliance might read as follows:
