t On June 19, 1974, the Atomic Energy Commission issued Construction Permits Nos. CPPR 106 and 107 to-Philadelphia Electric -Company (" Applicant") for its Limerick Generating

- S ta tion Units 1 - and 2. On May 13, 1975, the -Nuclear Regulatory Commission =.(" Commission") issued an order extending the earliest and latest construction completion dates for Unit 1 to. October 1,

-1979, and April 1,:1981, respectively, and for Unit -2. to

. March 1, 1981, and April- 1, .1982,. respectively.

Philadelph'ia Electric Company hereby requests that, pursuant 'to~ Section 185 of the Atomic Energy Act of' 1954, as i amende'd,- the L Code of Federal ' Regula tions,; Title.10, Part ' 50, -

Section 50.55, the earliest and latest completion dates specified in Construction Permits Nos. CPPR-106 and 107 be extended in accordance with the following schedule:

Completion Date Earliest Latest CPPR-106 Unit 1 October 1, 1983 Oc tobe r 1, 1985 CPPR-107 Unit 2 October 1, 1985 Oc tober ,1, 198 7 The change in tha schedule for completion of the construction of the facilities results primarily from reductions in the Applicant's projected electrical sales and peak load growth rates which are a result of continued energy conservation by Applicant's customers and sluggish economic growth. These reductions, in addition to financial considerations, resulted in a reduction in the Applicant's planned construction program.

In May, 1976, the Applicant reduced its construction spending forecast through 1980 by $750 million. In_May, 1978, the

Applicant reduced its construction spending forecast through 1982 by-$270 million. These reductions are consistent with the Applicant's policy of holding near-term capital spending to the lowest possible level that will permit completion of generating capacity as needed in the 1980's. i The conditions described above have affected the construction schedules of many utilities now constructing nuclear power' plants. They have resulted from conditions which could 2-Y_ y

not have been predicted at the time the present construction schedule for the facilities was established. The completion dates proposed by Applicant are considered reasonable in light of the factors involved. The requested extension involves no significant hazards consideration.

In view of the foregoing, it is requested that the Commission extend the dates for completion of the facilities as set forth above.

Pursuant to 10 CFR Section 170.22 " Schedule of Amendment Fees for Reactor Facility Permits, Licenses and Other Approvals Required by the License or Commission Regulations" Applicant proposes that this application be considered as Class II for Unit 1 and Class I for Unit 2.
