Gentlemen:
Per your December 17, 1979 letter to AP&L, we are submitting proposed Technical Specification changes that include considerations for the changes:made at ANO-1 to protect against degraded grid voltage damag-ing safety related equipment.
These Specifications include testing

and calibration of the protective relaying involved.
l We have determined this request to be a Class III amendment in accor-
- dance with 10 CFR 170.22. Accordingly, attached is a check in the
' amount of $4,000.00.

BASIS FOR CHANGE This Technical Specification change is being made per the NRC approval letter dated December 17, 1979, and is intended to cover the appropri-ate items outlined in that letter.
The overall change is due tc design modifications in the emergency power system and will enhance ANO-1 reliability.
