Dear Mr. C*Reilly:

On November 26, 1980, Mr. Bob McFarland of NRC Region II was notified of a potential substantial safety hazard on the subject: Defective 480 Switchgear Trip Units. The report was =ade by Mr. J. A. Wactor.

The problem 2volved two 480 volt circuit breaker " Power Shield" trip units manufacturec by Gould-Brown Boveri. The trip units tested good on the test enuipment, but tripped when the motors were started. New trip units were instalan,d and no tripping occurred. The defective units were returned to the manufacturer for further testing.

A preliminary report from the manufacturer indicated there was a loose connection on one unit and some contamination on the other. The cause of the problems have not yet been decernined.

The manufacturer is continuing to evaluate the units and will provide a more detailed report. We expect to have the report by mid January and a final report should be iesued by January 23, 1981.
