Dear Mr. Tedesco:
In response to the NRC request for application for an amendment to our fa-
~
cility operating license, Reference 1), we requested an extension in time to December 15, 1980, to submit the requested technical specification changes, Reference 2).
- We subsequently informed you that the Public Service Company review of the current design of the Fort St. Vrain Emergency Power Systems in relation to the Staff Positions was completed, and that we wi;l make modifications to supplement the existing backup relaying to allow use of coincidence logic.
We also stated that voltage and time setpoints and the details of testing provisions vill be provided in our. Technical Spec,1fication submittal, Refer-ence 3).
In order to assure that the selection of setpoints and the testing provisions reflects the proposed modifications, and to provide the documentation for the bases for the setpoint values which we will propose, additional time was requested. for submittal of the required. Technical Specifications, Refer-

Tedesco Feb rua ry 17, 1981 We request that submittal of the Technical Specification changes be deferred until such time as additional analyses of the electrical system can be'com-pleted to provide response to and resolution of questions posed by Mr. Alan C. Udy (Nuclear Regulatory Commission consultant at EG&G Idaho, Inc. ).
This will allow us to complete the aforementioned task, and to obtain the reviews by the Plant Operations Review Committee (PORC) and the Nuclear Fa-cility Safety Committee (NFSC).
