Schneider, Staff Specialist JPartlow Safeguards v: Brown 3955 George Washington Way LRouse Richland, Washington 99352 1Page FGillespie This is in response to your letter ' dated December 1,1980 in which you requested relief from the requirement found in License Condition 6.4 to Amendment MPP-2 to your License No. SNM-1227. This condition requires the licensee to complete and report receivers measurements for uranium hexafluoride within thirty days of receipt of the material.

We have reviewed your request, and the conditions which make it impossible for you to meet this requirement for the material received from a foreign source. We have determined that the request is reasonable and that the granting of the time extension will not adversely affect the connon defense and security, and is otherwise in the public interest. Accordingly, a new License Condition 6.4.1 is hereby added, effective imediately, to Amendment MPP-2 to your License No. SNM-1227.

6.4.1 In lier of the requirement found in 10 CFR 70.54 that the Nuclear Material Transaction Report, Form NRC-741 shall be completed and distributed within 30 days after receipt of material, the licensee shall prepare and distribute this report within ten days after receipt of all assay data from his contractor laboratory. Should any item of measurement data for this material indicate a possible shipper-receiver difference, greater than the calculated limits of error, this information shall be connunicated to the NRC Regional Office of the Division of Inspection and Enforcement. This exemption shall apply only to the nuclear material received in the form of uranium hexafluoride from a foreign source described in the letter dated December 1,1980 from R. A. Schneider (Exxon) to J. G. Partlow (NRC).
