Dear Mr. Jacobi:

In response to your letter dated December 2,1980, the NRC staff has recently issued a temporary administrative extension for the preliminary design approval of the Westinghouse RESAR-41 standard NMSS (PDA-3). We have similarly extended other PDA's that were about to expire in order to conserve the resources that have been expended on these applications thus far. This action has been taken while the NRC considers new guidelines regarding PDA extensions.

If a utility's application is received, referencing an extended Westinghouse PDA, it will be reviewed against current licensing requirements. Consequently, we expect that the PDA would be updated at that time to reflect the licensing requirements which have evolved since the PDA was issued, including those requirements associated with TMI-2 Action Plan.

We encourage and support standardization as an effective means to conserve resources, for both the NRC and industry. More importantly, we view standard-ization as a means to enhance the safety of nuclear power plants. Your expression of interest in the standardization program is an important factor in the efforts to retain the program in a viable fann.
