The purpose of this letter is to transmit for your information an increment of the analysis of the effects of natural phenomena relative to your plutonium fabrication operations at Vallecitos, California. The subject increment of analysis is an estimate of airborne plutonium releases from your Building 102 as a result of severe natural phenomena.

A draf t of the enclosure has been reviewed, and commented upon, by those analysts who required the results to carry out succeeding analyses and by NRC staff. The NRC staff has endorsed this final version of the review for application in succeeding analyses. However, we will consider challenge of our endorsement when supported by credible technical bases.
