O Appendix A NOTICE OF VIOLATION Wisconsin Public Service Docket No. 50-305 I
Corporation As a result of the inspection conducted on October 20-23 and November 12-14, 1980, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
Technical Specification Part 6.8.2 states:
" Written procedures and administrative policies shall be established, 4
implemented and maintained that meet the requirements and recommendati>ns of Section 5.1 and 5.3 of ANSI N18.7-1972."
ANSI N18.7-1972 Section 5.1.6.1 states, in part:
... Maintenance that can affect the performance of safety related equip-ment shall be properly preplanned and performed in accordance with written procedures Contrary to the above, the inspector verified by review of Work Requests and Ignition Control Sheets that Administrative Control Directive 10.6-Revision C

Part 5.2 concerning fire watch requirements during ignition source work is.not being implemented. Specifically, Work Request 15362 involved grinding in the containment and no fire watch requirements were specified.
This is a Severity Level V violation. (Supplement I.E.)
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within twenty-five days of the date of tnis Notice a written
' statement or 2::planation in reply, including for each item of noncompliance:
(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be' submitted under oath or-affirmation.
