This is to inform you, in accordance with the requirements of the Nuclear tbn-Proliferation Act, that the NRC has not completed licensing action on your export license application XSNM01724 for 4.416 kilograms of uranium to Switzerland for testing of the proto-type fuel elements in the.Saphir reactor, your reference number NUK-342 80-185/01.

Final NRC licensing action has been delayed because of the need to clarify certain issues concerning how the requirements of the Atomic Energy Act are satisfied with respect to exports to Switzerland.

Information on this matter is being obtained from the Executive Branch.

Please be assured that the staff will act expeditiously on your license amend-ment upon resolution of these issues.
