Dear Mr. Silberg:

We have reviewed the Wisconsin Electric Power Company January 8,1981 request for an extension of time to file a hearing request regarding the October 24, 1980 " Order for Modification of License" concerning the Environmental Qual-ification of Safety Related Electrical Equipment for Point Beach Nuclear Plant, Unit Nos. 1 and 2.

As you will recall, representatives of the Wisconsin Electric Power Company were among a group of licensee representatives with whom the Staff met on December 18, 1980 to discuss the above-mentioned Order. As a result of the discussion at that meeting, it is our understanding that your extension request was filed to enable you to review the upcoming safety evaluation related to equipment qualification for the facilities while preserving your ability l

to seek a hearing regarding issues raised by that evaluation. If our understanding l

of your intent is correct, I will extend your time for filing a request for l

a hearing until 30 days after the issuance of the safety evaluation for your facilities. At that time, you will be required to advise me whether you still wish to intend to seek a hearing and, if so, what issues rai' sed by'the October 24, 1980 Ordcr and the safety evaluation you wish to raise.

Please advise me, in writing, on or before January 30, 1981 whether the procedure outlined above is acceptable to you. A copy of your response to this letter should be sent to Stephen Sohinkt in the Office of the Executive Legal Director.
