Dear Mr; Engelken:
This is to confirm a telephone conversation on December 28, 1974 between Mr. W. A. Raymond, Plant Superintendent, Humboldt Day Power Plant, and Mr. W. G. Albert of your office in which Mr. Raymond described a condition concerning the conductivity of the reactor water during the startup of No. 3 Unit.
During the startup of Unit No. 3 on December 26 & 27, 1974, reactor uater conductivity increased to 11 p mho/cc as measured immediately after start-up.
This execeds the absolute limit of 5 p mho/cc but is permitted by the te'chnical specifications which state in Table IV-2 Note (3) "the conductivity absolute limit may by exceeded for the first 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after any startup." The conductivity was decreased steadily during the period following startup. However, it did not reach 5 p mho/cc until 24-1/2 hours had clapsed. Therefore, the technical specification limit was exceeded for a period of approximately 30 minutes. All other water quality values were within the absolute limit during the entire period.
Chloride ion concentration at the end of the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period following startup was 0.051 ppm.
Chloride ion operating limit is 0.1 ppm and absolute limit is 0.5 ppm.
This is being reported under Section IX.H.2.a.(2) of the technical specifications.
