Dear Mr. Reid:

The District in 1973 committed to the "Orangd' Book. The orange book in turn adopts Regulatory Guide 1.38, Quality Assurance Requirements for Packaging, Shipping, Receiving, Storage, and Handling of Items for Water-Cooled Nuclear Power Plants. The Regulatory Guide 1.38 in turn endorses ANSI N45.2.2, Packaging, Shipping, Receiving, Storage, and Handling of Items for Nuclear Power Plants.

As identified in our response to U. S. Nuclear Regulatory Commission, Region V on August 6,1980 on an item of noncompliance, our progran does not. classify Class I items into the four levels ( A, B, C and D) as required by ANSI N45.2.2.

The District's program addresses writing requirements for packaging based on the needs of individual equipment or parts that have been purchased. Most items purchased as shelf items do not have specified packaging requirements. When warranted, the District specifies special cleaning and preservation. This is especially true for items that have special requirements of damage from the environment (water vapor, gases, etc.).

Therefore, the District takes exception to the necessity of having a classification system defining specific levels for equipment as outlined in ANSI N45.2.2.
