Box 1260 Lynchburg, Virginia 24505 3J Gentl een: We have reviewed your letter of November 26, 1980, in which you identified [ contamination existing in an area adjacent to your property. Although i you identified the source as Co-60 contamination, we are concerned that i other radionuclides may be present. It is imperative that the contaminated y area be decontaminated. 43 We have, in the past, developed criteria for similar situations. The cri-a teria are generally based on setting a dose rate limit on ingestion, in-a halation and external exposure pathways to man which, in turn, depend on tma lj radionuclides present. Accordingly, please supply us with the following ~ i:- t formation within 30 days of the date of this letter: _x 1. Provide a history of past Lynchburg Research Center operations that led to the contamination and identify the potential radio-a nuclides involved. ? 2. Provide results of a survey of the contaminated areas in both [ the restricted and unrestricted areas showing gamma radiation (. levels one meter above the ground. Include a map indicating 1 the area surveyed from the most highly contaminated to the ad-a jacent uncontaminated (background) areas. g 3. Provid.e the results of your soil sampling and analyses. Suf-ficient soil area and depth should be covered to include all 9; contaminated restricted and unrestricted areas. Include the isotopic conte 7t of all radionuclides that may be present. p 4. Provide the results of analyses of ground water and surface N water that may have been affected by leakage from the burst 4 pipe to determine the degree of their contamination, y M k GIO1,e d $ d j l f

e. 2 Please coordinate with the NRC Region II Office of Inspection and Enforcement (IE), to obtain agreement with IE on your instrument calibration for the gamma radiation measurements and on your soil sampling program (including samples for confirmatory analyses by IE). Submit the results of your survey analyses to the Division of Fuel Cycle Material Safety with a copy to the Region II Office of Inspection and Enforcement for review. The submittal will serve as the basis for establishing criteria for the d2 contamination of the soil. Sincerely, MU W. T.
