FINDINGS RELATED TO THE PROPOSED IMPORT OF SOURCE MATERIAL BY SYDKRAFT - IU80016 On November ll,1980 Sydkraft Aktiebolag requested a license to import 138,991 kilograms of natural uranium as V 0, from Canada.
38 The material is of low specific activity and does not represent a significant radiation hazard. The environmental and radiological impacts resulting from the transportation of radioactive materials within the U.S. and from export and import shipments were assessed in the " Final Environmental Statement on the Transportation of Radioactive Material by Air and Other Modes" NUREG 0170, and determined to be quite low. Furthermore, imports of this type have been received many times in the past, refer to IU78019, for example, and the staff has concluded that imports of this nature are not inimical to the common defense or security, or constitute an undue risk to public health and safety or to the environment.
The applicant has expressed a need for this license on an expedited basis in order to meet a planned December 11 shipping date. The staff recommends issuance at this time, although the customary period of 15 days from posting in the Public Document Room has '1ot yet expired.
