Licensee's testimony, as we have indicated before, has been developed to track the issues identified in the Commission's March 6, 1980 Order, CLI-80-5.
The enclosed materials address Commission order items (1), (2), (5), (7), and (11).
(Licensee also has partially addressed Order item (4) with respect to health physics training).
The remaining Commission order items will be covered in additional testimony on management capability and technical resources, to be filed at a later date.
In dividing its testimony essentially into subject-matter categories identified by the Commission in CLI-80-5, Licensee addresses related Intervenor contentions as well.
Licensee has identified early in each piece of testimony those Intervenor contentions to which the testimony is related

Because some subject areas are covered in more than one piece of testimony, e.g.,
there are four pieces of testimony on training, certain contentions (and Commission order items) are referenced more than once.
- Also, because certain contentions are by their nature broad, they are addressed in several pieces of testimony.
- Finally, there is an overlap between certain pieces of testimony because of the interrelationship of the subject areas ad-dressed.
For example, while Licensee's principal piece of testimony on health physics will be filed at a later date, this subject, which is Issue 4 in CLI-80-5, is covered in part in Licensee's testimony on training by Dr. Robert Long, et al.
In order to more clearly understand the manner in which Licensee has organized its discussion of the broad subject of management capability and technical resources, Licensee recommends that the testimony by Mr. Robert C.
Arnold, Senior Vice President of Metropolitan Edison Company and head of the GPU Nuclear Group, be read first.
In addition to providing an overview of Licensee's organization, Mr.
Arnold's testimony is a useful roadmap to Licensee's other testimony and case on management capability and technical resources.
In particular, Mr. Arnold describes the current organizational status of the GPU Corporation and its subsid-iaries.
Included in this discussion is an explanation of the development of the GPU Nuclear Group, the organization through which Met Ed currently is licensed to operate and maintain TMI-1.
In addition, the Arnold testimony addresses the anti-cipated shift from the GPU Nuclear Group to GPU Nuclear Corpora-tion, authorizations for which are the subject of approved (SEC),
pending (state public service commissions), and imminent (NRC) applications by Licensee.
l In conjunction with Licensee's request of the Commis-l sion to authorize a shift to GPU Nuclear Corporation, Licensee I
also intends to ask the Commission to extend the authority of this Licensing Board to review the qualifications of GPU Nuclear Corporation to restart, operate and maintain TMI-1.
Licensee's testimony anticipates the GPU Nuclear Corporation and therefore employs as titles for individuals the GPU Nuclear Corporation position titles.
The GPU Nuclear Group and GPU Nuclear Corpora-tion are functionally entirely analogous.
The change from Group to Corporation involves no changes in personnel or their responsibilities or authority, although titles of individuals i
