Dear Sir:
This res;:ense is to comply with the request for a surnary report within 75 days to action ite=s one through five of IE Bulletin #80-15 entitled "Possible Loss of Emergency Notification System (ENS) with Loss of Off-Site Power".
Request No. 1 Within 10 days of the date of this Bulletin, determine by direct inspection, in conjunction with the appropriate telephone company respresentative, the manner in which the ENS at your facility is powered.
Response
The determination was made on June 30, 1980 with the assistance of a New England Telephone Representative that audio circuits of the ENS at PNPS did not have an uninterrupted power supply (UPS) for emergency backup power. The ring circuits however, utilize LTS circuits deriving their power from telephone local switching centers and did meet power requirements.
l Request No. 2 Those facilities which have station packages requiring on-site power, but which are not connected to a safeguards instrumentation bus which is backed up by batteries and an inverter or equally reliable power supply, shall make necessary modifications and provide such a connection.

Response
On July 31, 1980 installation of a UPS 120VAC supply to the ENS audio circuits l
was completed.
The 120V line derives its power from the security system's un-interrupted power supply. A continuously monitored alarm point was also added which will monitor the loss of primary and standby power to the ENS audio circuits.

CONON EDCON COMPANY Mr. Boyce H. Grier, Director November 7,1980 Page 2 In the unlikely event the alarm is actuated, operations personnel will immediately be notified and referred to Station Procedure No. 2.2.17 for corrective action.
Request No. 3 All facilities are to develop and conduct a test, within 60 days of the issuance of this Bulletin, to verify that all extensions of the ENS located at your facility (ies) would remain fully operable from the facility (ies) to the NRC Operations Center in the event of a loss of offsite power to your facility (ies).
This is not intended to mean that an actual loss of offsite power be executed.
Response
On July 31, 1980,.following installation of the UPS circuit, a test was conducted with the assistance of the ENS NRC Operator to ensure that the interruption of power first disabled and then re-established communications and that an alarm was generated at the security console. On August 15, 1980 a limited test conducted on the ring circuits of the ENS revealed that the NRC's office trailer extension phone's ring circuit is dependent on a local power source.
The telephone representative was con-tacted and indicated that this problem will be remedied before September 1, 1980.
Request No s. 4 & 5 If it is determined that a station package requiring on-site power is not connected to a safeguards instrumentation bus backed up by automatic transfer to batteries and an inverter or an equally reliable power supply, notify the NRC Operations Center via the ENS within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after such determination.
Prepare and issue an administrative procedure or directive which requires notifica-tion to the NRC Operations Center by commercial telephone or relayed message within one hour of the time that one or more extensions of the ENS located at your facility-(les) is subsequently found to be inoperable for any reason.
Response
The NRC was notified as requested of the lack of emergency power backups to the ENS circuits. A revision to station procedure number 2.2.17 entitled " Communications" is being processed.
This procedure change will be approved on August 20, 1980.
This procedure specifies the action to be taken if one or more extensions of the EMS is found inoperable for any reason.
The review, notifications and testing requested in this bulletin and preparation of this report required approximately 16 manhours.
