The following is in response to the inspection conducted by Messrs. F. Maura, L. McGregor, K. Connaughto_n, and M. Ring on August i

25-29, September 3-5, 1980, of activities at LaSalle County Station Unit 1. Reference.(a) indicated that certain activities' appeared to be in noncompliance with NRC requirements. These activities are addressed-in the enclosure to this. letter.

Enclosure Response to Notice of Violation The items of apparent noncompliance identified in Appendix A of the NRC letter dated October 28, 1980, are responded to in the following paragraphs.

1.. 10 CFR Part 50, Appendix B, Criterion V, states, in part, that

" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings of a type- appropriate to-the circumstances and shall be accomplished in accordance with these instructions, procedures or drawings." Quality Procedure 11-2 states in Section 5.4 that " Station staf f under the direction of the Station Superintendent will operate equipment and systems in accordance with approved operating procedures and as required by the Preoperational or Startup test procedures."

Station procedure LAP 240-3, Electrical Jumper and- Relay Block, establishes the administrative controls necessary for the installation and removal of electrical jumpers. The Shift Engineer has the daily responsibility to verify the installation or removal and document-these actions with appropriate master log entries.

Contrary to the above the Shift Engineer had failed to verify and document in the master jumper log as of September 3, 1980, the fact that two electrical jumpers in panel ODG 02JB, terminal board 18, had been removed prior to May 23, 1980.

Corrective Action Taken and Results Achieved The two removed electrical jumpers were cleared from the master jumper log book.

Corrective Action Taken to Avoid Further Noncompliance Site OAD will utilize station procedure LAP 240-3 for all work involving jumpers, relay blocks,-and lifted leads. This action provides operating per.sonnel with better control'of the use of jumpers, relay blocks, and-lifted leads, and centralizes the records monitoring these' activities.

/ 2. 10 CFR Part 50, Appendix B, Criterion VI, requires in part, that documents and changes thereto which prescribe activities affecting safety be controlled, distributed to, and used at the location where the prescribed activity is performed. The Quality Assurance Program, Quality Requirement No. 6.0, Section 6.1, states in part "that document control applies to design documents and it defines the latter to include analysis reports, drawings, equipment specifications, work instructions, test procedures, etc., necessary to achieve proper procurement, installation, startup and operation of systems and components in accordance with engineering requirements." It further includes documents containing requirements for testing, inspection and maintenance. Section 6.4 assigns SNED the responsibility to establish document control procedures and methods during construction, preoperational and startup testing.

Contrary to the above, the motor operated valve torque switch setting lists issued by SNED were not controlled in that several incomplete, inconsistent, or obsolete lists were being used at the site.

Corrective Action Taken and Results Achieved The Station Nuclear Engineering Department (SNED) has issued a revised motor operated valve torque switch setting list, superceding all earlier lists. To facilitate use of this list, SNED is issuing a letter stating that the ' Recommended' value is to be interpreted as a minimum acceptable valve. To ensure control of this list, users of the list are being directed to incorporate it into their procedures.

Corrective Action Taken to Avoid Further Noncompliance

1. Safety related valves which have not yet been pre-operationally tested will have their torque switch settings verified prior to testing.
2. Safety related valves which have already been' tested w'111 be reviewed against the new list. If any valves _are.found to have torque switch settings outside allowable values, the torque switches will be reset and the valves functionally tested.

Date of Full Compliance Full compliance will be achieved by January 1, 1981.
