O Sargent & Lundy Engineers Docket No. 99o00507/80-02 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on September 15-19, 1980, it appeared that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:
Criterion V of Appendix B to 10 CFR 50 states:
" Activities affecting quality shall be prescribed by documented instructions, procedures or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures or draw-ings.
Instructicas, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."
Deviations from these requirements are as follows:
A.
Clinton Power Station PSAR and FSAR Sections 17.1.6.3.1 (and Sargent and Lundy Topical Report and QA Program Manual, Section 6.0) state in part:
"Docrent control measures provide for:
Obsoleting, recalling or in some manner identifying documents not intended for current use."
Contrary to the above, Sargent and Lundy document control measures do not provide for obsoleting, recalling, or in some manner identifying documents not intended for current use, in that there are no procedures / measures to require obsoleting, recalling or identifying non-current drawing prints.
Three (3) drawings on two (2) structural stick files were obsolete (superceded) but were not so indicated, and the stick files did not contain current revisions.
The three drawings specifically identified were removed and current revisions placed on stick files during the course of the inspection; however, corrective and preventive actions still need to be addressed, especially concerning needed procedures.
B.
Sargent and Lundy General Drafting Standard (GDS) 4.21 requires the project drawing list to be updated and issued monthly.
Castrary to the above, the current drawing lisc was not updated to show the current Revision F of Structural Crawing No. S30-1418, which was issued several months ago.
