Docket No. 99900521/80-03 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on September 22-25, 1980, it appeared that certain of your activities were not conducted in full compliance with NRC requirements as indicated below:

10 CFR 50, Appendix B, Criterion V, states in part:

" Activities affecting quality shall be prescribed by documented instructions, procedures or drawings... and shall be accomplished in

cordance with these instructions, procedures and drawings."

Section 3.0 (Checking) of EDP -4.46 (Project Drawings) states in part that drawings shall be checked as applicable for coajliance with applicable codes and standards.

Contrary to the above, Drawing No. 13-P-ZZG-011 (Form 84) was not checked for assurance that it was in compliance with the applicable code in that Revisions 3 through 11 requires only visual inspection of Class III circumferential weld joints of 4" or less, wherein the applicable code, Winter 1975 Addenda ND-5222 (Piping, Pumps, and Valves) requires that Class III circumferential weld joints larger than 2" shall be examined by either magnetic particle, liquid penetrant, or radiographic methods.

Criterion 5 (Instructions, Procedures, and Drawings) to 10 CFR 50, Appendix B states in part that activities affecting quality shall be prescribed by documented instructions, procedures, or drawings of a type appropriate to the circumstances.

i Contrary to the above, neither Section 14 (Calculations) of the SONGS l

Project Internal Procedures Manual nor EDP-4.37 (Design Calculations) of the Engineering Department Procedures Manual require that revisions to calculations, that have been used as a basis for other calculations, be reviewed for the effect, if any, on other calculations, nor that the results of such review s be documented. For example Calculation No. M26.7 (Design Temperatures and Pressures of the Component Cooling Water and Salt Water Cocling Systems) used data obtained from Calculation M26.1 (Component Cooling Water Heat Exchanger) and subsequently Calculation M26.1 under-went a major revision.

There was no indication on Calculation M26.7 that the effect of this revision of M26.1 had been evaluated.

Paragraph 14.4.5 of Section 14.0 (Calculations) of the Project Internal Procedures Manual (PIPM) states in part, Approval of a section must be initiated no later than 60 days after the completion of the first calcu-lation in the section."

Contrary to the above, Calculation M23.1, Reactor Coolar.t Chemical Volume Control System Line Sizing and Material, was completed in 1977. Final approval of the calculation nor any of the sectien(s) have been made to date.

Section 28.0 (CEBUS Control) of the PIPM states in part, ".

Input to CEBUS is prima'ily an engineering responsibility with data elements being r

provided by each engineering discipline on tasks related to their work areas.

"The Project Administration Group is responsible for the proper flow of CEBUS Data and is responsible for verification of input, style, format and accuracy of data.

')ntrary to the above, Calculation Numbers M24.1 and M22.4A had inacuracies tn data between the Calculation Control Log and the CEBUS Data, namely:

M24.1; the Calculation Control Log lists, Revision 0, whereas the CEBUS shows revision 2.

M22.4A; Calculation Control Log lists, Revision 3, whereas the CEBUS shows Revision 2.

Paragraph 14.8 of Section 14.0 (Calculations) of the PIPM states in part,

. design calculations for each discipline will be under the control and responsibility of the EGS (Engineering Group Supervisor), until they are completed and ready for filing.

Contrary to the above, Calculation M25.1, CVCS Line Sizing, which had been entered in the Calculation Control Log, could not be located by the engineering group supervisor responsible for the calculation.
