Dear Mr. Keppler:

In Re ference (b), Commonwealth Edison Company indicated in response to Item 4 of Reference (a) that a technical specification change was to be proposed.

The change would allow greater control of access to High Radiation Areas by requesting a walver to 10CFR20.203(c)(2) for areas below 1000 mrem /hr.

The proposed change has been reviewed with regard to our current procedures and is no longer being considered.

The present key control of access to High Radiation Areas provides better protection and will continue to be enforced as indicated in Reference (b).
