Dear Mr. Helfrich:
Enclosed please find a telex dated November 19, 1980 from PAR Systems Corporation requesting that their license XCOM0271 be amended to increase the quantity of neutron absorber tubes to be exported from 850 to 874 in order to cover tubes which may be damaged. The tubes are for installation in the Santa Maria de Garona Nuclear Power Plant. Mr. Parsons has requested expeditious processing of this ifcense amendment as their letter of credit expires in mid-December.
Before taking action on ?.his license amendent, we would appreciate your views, in accordance with established procedures as to whether the proposed amendment to license meeta the applicable criteria in the Atomic Energy Act as amended by the Nuclee Nonproliferation Act of 1978.
