10 CFR 71.5 prohibits delivery of licensed material to a carrier for transport i
unless the Itcensee complies with applicable regulations of the Department of Transportation in 49 CFR Parts 170-189.
49 CFR 173.392(c)(7) requires, in part, that the transport vehicle must be placarded with the placards prescribed in accordance with paragraph 172.500 of this subchapter, as appropriate.
49 CFR 172.504 requires, in part, that each motor vehicle... must be placarded on each end and each side....
Contrary to the above, on or about July 28, 1980, the licensee delivered packages of low specific activity (LSA) radioactive licensed material to a carrier for transport to the waste burial site on a tractor-trailer assigned for sole use, and upon arrival at the burial site on July 30, 1980, the vehicle was not placarded as required on the front end of the trailer or the front end of the tractor.
This is a Severity Level IV noncompliance.
